Manav Rachna University is proud to welcome Dr. Pavan Duggal to the School of Law as a Professor of Practice. A distinguished advocate at the Supreme Court of India, Dr. Duggal is an eminent authority in Cyber Law, E-commerce Law, Mobile Law, Privacy Law, Intellectual Property Rights, Information Technology, Information Security Law, and Business Process Outsourcing Law.
With an extensive legal career, Dr. Duggal holds memberships in prestigious legal associations, including the Supreme Court Bar Association of India and the Delhi High Court Bar Association. His contributions extend beyond national borders, as he has been actively involved in addressing the legal and societal challenges of cyberspace across Asia and the Pacific.
Dr. Duggal serves as a Legal and Policy Consultant to the Internet Mark 2 Project, focusing on shaping the next level of the Internet. He has been an Associated Fellow at the Centre for Asia Pacific Technology Law and Policy (CAPTEL), Singapore, and is part of the Indian Chapter of the Commonwealth Centre for Electronic Governance. His expertise in Cyber Law has also led to collaborations with AMIC Singapore and Wired Safety, where he provides insights from an Indian legal perspective on online child protection.
Recognized globally for his expertise, Dr. Duggal served as Country Manager for India in the Global Internet Jurisdiction Survey 2003, conducted by the American Bar Association, the International Chamber of Commerce, and the Internet Law and Policy Forum. He is also the President of Cyberlaws.Net, the first-ever consultancy dedicated exclusively to Cyberlaw and E-commerce.
His advisory roles extend to the Ministry of Communication and Information Technology, Government of India, where he has contributed to Cyberlaw and Electronic Governance matters. Furthermore, he has worked closely with United Nations organizations, serving as a legal consultant for the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) and contributing to the UN International Drug Control Programme (UNDCP).
